Duncan's gubernatorial campaign gains steam

Montgomery County Executive Douglas M. Duncan coasted into the reception room of Florian Hall in Bowie earlier this week and received a loud ovation. "I want to be the next governor of Maryland," he told enthused members of the Prince George's County Young Democrats club, adding immediately afterward that the declaration is not official.
But Duncan has made no secret that he has his sights on living in Annapolis. The Young Democrats club event is one of many stops for Duncan on a campaign trail that appears to be taking some thunder away from his likely Democrat opponent, Baltimore Mayor Martin O'Malley.
The revelation that Duncan will pursue a gubernatorial bid is not shocking - Council Member Steve Silverman already has announced his campaign for Duncan's current seat.
A source close to the county executive said Duncan will declare his candidacy by the end of June, which is more than a year away from the Democratic primary. When he does declare, he'll have a lot of catching up to do: A recent Potomac Survey Research poll showed Duncan trailing O'Malley by 20 points.
This disadvantage has diminished over time, however. An earlier survey had O'Malley getting 50 percent of the votes in the Democratic primary to Duncan's 27 percent. Judging by these polls, not only has Duncan cut into O'Malley's lead, but the Baltimore mayor has lost about 6 percent of voters who are now undecided.
Duncan's summer declaration also would put an end to another rumbling among some Democrats - that he might consider running for state comptroller.
While Duncan's opposition to slots could earn him Prince George's County voters - O'Malley supported the gambling measure - he will be hard-pressed to attract votes in Baltimore City, a key jurisdiction with a significant vote count.
